Where is this Lucifer from: Milton's Paradise Lost and Purgatory and Paradise with filler from DC/Vertigo/Sandman Comics and the History of the Devil by Clive Barker, as well as religious texts and beliefs when appropriate.

Prayers: Lucifer will hear any prayer but is fickle about answering. Typically he will only offer each individual one blessing in a lifetime. His gifts may be a blessing or a curse. He tends to curse those who grovel in prayers. He is more likely to bless those who ask in confidence and with a plan. He will not grant anything that goes against his moral sense.
Personality:
Moody and tumultuous. He is prone to intense bouts of melancholy and brooding. He can often be in more than one, often contradictory, mindset at once. He can be destructive, wrathful, vengeful, lusty, proud, compassionate, creative, peaceful, and contemplative, sometimes all at once. Lucifer as an angel embodied the Virtues and as a Fallen Angel embodies the Sins. He oscillates wildly between these states. (Virtues: prudence, justice, temperance, courage (or fortitude), faith, hope and charity. Sins: Lust, Gluttony, Greed, Sloth, Wrath, Envy, and Pride). Of the virtues and sins he is most likely to show courage, justice, hope, lust, pride, and wrath. Lucifer adores music and will often sing, especially when in isolation. He often tends toward mischievous behavior which may or may not be malicious or driven by hate.
Appearance:
Lucifer maintains some degree of illusion, mostly to hide his true natural state from lesser beings which can be blinded, go mad, or die from seeing him as he truly is. These illusions replicate reality to the extent that they behave as a more mortal body. This means Lucifer breathes, can bleed, etc.
Under illusion:
He typically appears as a tall (6"6.6') lithe male (more Michaelangelo's David or Lucifer of Liege than a traditional warrior) with golden white blonde hair and pale skin. His eyes are deep, unnaturally, twilight blue. His main, largest set that attach just below the shoulder blades, pair of wings are always visible and usually white. He has a candlelight like glow that can be seen in the dark or when he passes through shadows. In dress he prefers suits, usually white shirts with black vest, pants and occasionally a jacket, though reds are also common for shirt or suit.
Under minor illusion or when in a particularly extreme emotional state:
His height and physique remains the same. His hair is typically whiter and paler and his skin becomes ivory white. His main pair of wings appear to be white hot looking at their attachment and fade through sunny yellows and reds. The tips are midnight blue giving the wings a sunset/sunrise appearance. The second set attaches between the shoulder blades. These smaller feathered wings seem made of fire that is constantly flickering and swaying, each feather it's own flame like the surface of a burning star. Both sets are more falcon like built for speed and maneuverability more than strength. His scars at the wrists, shoulder, and where his third pair of wings were attached at the lower back become visible. (The lowest pair of Seraph wings are used to cover their feet to hide their uncleanliness before god. Removing the lower pair of wings marks Lucifer as Unclean in the presence of God.)
Without illusions
Lucifer appears as a 300+ foot tall being of fire, light, and heat. He maintains his angelic shape but becomes so luminous that even most of the other angels avert thier eyes. On The burning planes of Chaos he leaves scorch marks where he walks. In this form his wings are enormous and the feather/fires blend with the universe around the edges. His Spear (which is as tall as he is) is described as making the tallest trees in Norway look like sticks.
Signs of distress or use of angelic powers:
Any use of angelic powers or significant distress can cause his wings, and eventually his entire body, to catch fire. The stronger the experience the more fire that is seen. The nature of the action also effects the fire. Positive, caring actions and emotions (including lust) create a warm, non-destructive fire. Negative emotions and actions cause the fire to be blisteringly hot and can cause damage, set fire to objects, etc. In extreme cases of sadness or loss Lucifer cries blood.
Weapons and armor:
Lucifer carries a long spear and wears a silver breastplate. Both of these were created by and gifted to him by God. He wears a long, asymmetrical, blood red tunic beneath and a floor length crimson Cape that attaches at the shoulders and between the wings. Angelic abilities:
Super human strength/agility/speed/resilience, Invisibility (though it is difficult to accomplish when non-mortals are looking at him), telekinesis, empathy, telepathy, can create/uncreate anything (though he will refrain from doing so to other beings unless he sees no other choice or is profoundly wrathful), Immortality, regeneration (though the weapons of Michael and Azrael leave scars despite healing), healing, resurrection, energy and matter manipulation particularly elemental fire and air manipulation, Shapeshifting (limited to a multicolored, legged and feathered snake, and enormous winged golden lion which scorches the ground it walks on), Ability to put to sleep and awaken other angels(potentially other supernatural beings too?), unnatural/supernatural beauty (described as the most perfect and beautiful of all God's creations), source of all sin(he is said to embody each of the 7 sins), Also the origin of the virtues. Nearly unconquerable will and mind, resistant/ immune to manipulations that would force him to act against his own will, Most perfect voice in all of creation, Through a mix of oration skills and angelic powers he can motivate emotional states in others, including other angels.

Indulgences: This is how Lucifer predominantly expresses the sins and virtues.
Lust: Lucifer can appear any gender or body form. Most often he appears as a bisexual/omnisexual dominant, masculine or Androgynous masculine male. He can be picky about partners but is sexually experimental. He is very flirtatious and can be aggressive sexually but prefers winning partners through charm or guile than being forceful. Will not engage with unwilling partners though he might still flirt.
Gluttony: Drinking (anything alcoholic), cooking, ice cream sundaes (particularly strawberry or raspberry ice cream with fruit), fruit in general
Greed: Lucifer has an extremely possessive "these are my things and don't you touch them unless I say you can" attitude. However, he does have a disdain for excessive materialism and the Keeping up with the Jones attitude.
Envy: Typically only envious of those that have made it through life without suffering or those who have, what he considers, an easy to live life.
Wrath: Lucifer's wrath is very focused. He has a "shit list" that is ever growing. Once added it is almost impossible to get off his bad side.
Pride; Everyday, all day, about everything. Pride is the sin he indulges in the most
Sloth: The least indulged of the sins. He can find himself lost in daydreaming or just sitting out in nature, when he is able to escape Chaos. Occasionally, he can put off confrontations if he feels there is no value to the action.
Prudence: Lucifer is rarely prudent unless it involves ruling the Fallen. His personal matters completely lack prudence much of the time but in his kingship he has a substantial amount of prudence.
Justice: Lucifer has an extreme sense of Justice, especially where hypocrisy and lying is involved.
Temperance: Lucifer has more or less completely abandoned this virtue
Courage: Lucifer is courageous to a fault (in part due to his pride). He is fearless in confrontations and will not back down. Due to significant suffering and pain Lucifer has no fear of personal injury or death.
Faith Lucifer does not have religious faith or faith in God. He can, if he trusts someone, have faith in them, sometimes blindly so. (though not God, or most of the angels, heavenly or fallen.)
Hope: Because he is incredibly patient, Lucifer has enormous amounts of hope in many things. His will also allows him to feel like things will get accomplished no matter how long it takes.
Charity: Lucifer is very fickle about charity. If given it has equally likelihood of being positive as negative.
Children:
3 were manifested by Lucifer and not born. They have no other parent. Mystiel (angel in heaven) Name means the hidden one - deceased; Sin and Death (Angels born in Hell) Lucifer is intensely protective of the twins, Sin and Death, because God has threatened to seal them in an unreachable portion of Hell. Death is called Thnísko (θνῄσκω to be dead or dying, one who is dying). Sin is called Amartolósa (Αμαρτωλόςα Sinful or the one of sin) One mortal child, Cain.
Other persons of import:
Abdiel: As an angel Abdiel and Lucifer were close. Abdiel even joined the rebellion at first. During the Rebellion it is Abdiel who pushes Lucifer and opens him to being stabbed by Michael and having his third pair of wings removed. It is Abdiel's actions that put Lucifer in the position to be cast out.
Michael: An extremely powerful angel, potentially the second born of God. Michael is the first angel that Lucifer perceives as betraying him.
Belial: chief most upon the fallen angels. Lucifer considers him his trusted councilor. Before The fall Belial was the archangel that catalogued the wonderous varieties of life that sprang from creation. His duties lead him to spend much time with Lucifer and gain his trust. During the rebellion Belial rallied the angels to Lucifer's aid when the seraphim were trying to destroy him. In the process Belial stabbed in the back and blinded one of the other seraphim. As punishment he was blinded by God. Lucifer bestowed him with a blessing of enhanced telepathy to allow him to "see" again. He is considered the most diplomatic and humane of the Fallen Angels. His name has dual meaning of being worthless and without a master. Echoing his place as a chief rebel, perhaps second only to Lucifer, and his choice of loyalty to Lucifer over his loyalty to God.
Azazael: One of the standard bearers of Lucifer's army, and Lucifer's personal favorite. One of the youngest of the fallen angels.
Eve: First Human woman. (Backstory of this to come in fiction format at a later date. Feel free to ask)
Places:
Chaos: The land containing the Lake of Fire into which the angels first fell into after the Rebellion. Lucifer was bound in the Lake of Fire during the fall. Chaos is not in Heaven, Earth, or Hell since none of them existed yet when the Rebellion occurred.
Pandemonium: The palace of Lucifer. It is built out of the deep of the Lake of Fire constructed of black rock and volcanic glass.
Lovers/Humans of importance: (To be added as his backstory is explored)
Eve: There is a lot of backstory there. The first Lucifer truly loved in a romantic sense
Athena: Her presence gained him the enmity of Zeus and eventual expulsion from his time in the Greek Pantheon. Rumors are he lay with her on her own altar in the Parthenon. The Devil and Athena aren't talking but the myths are true that a giant serpent has been known to live in that temple and come to Athena's aid. It is quite likely that the serpent that adorns Athena's shield, and even the Hydra, may be Lucifer. With mythology who can tell?
Ludwig von Beethoven: A romantic affair that was not particularly sexual. Lucifer fell madly in love with his creativity and personality to the point that Lucifer felt Beethoven was like a part of himself had been given human form, One of the few Lucifer ever appeared to as a female, Beethoven taught him to play the piano/harpsichord and write music. The Moonlight Sonata was written for Lucifer. Beethoven's cries of God cursing him with deafness makes Lucifer believe that God did indeed punish Beethoven because Lucifer adored him. This is a point of severe anger and pain for Lucifer.
David Bowie: Not necessarily lovers but who knows, Bowie earned Lucifer's respect for being so open and Avant Garde. They met during the Thin White Duke/Station to Station/Man Who Fell to Earth era of the mid to late 1970s. There may or may not be songs written for, or about, him but rumors are the song "Wild is the Wind" may have been. His leanings toward mysticism may have been caused by Lucifer or what attracted him. The outcome of whatever they got into was Lucifer requesting permission to take on his appearance. Some agreement was reached though Lucifer does not look exactly like Bowie, the resemblance is uncanny, (In rp this is open to be an area of 4th walling)

It is quite likely that the serpent that adorns Athena's shield, and even the Hydra, may be Lucifer. With mythology who can tell?
Ludwig von Beethoven: A romantic affair that was not particularly sexual. Lucifer fell madly in love with his creativity and personality to the point that Lucifer felt Beethoven was like a part of himself had been given human form, One of the few Lucifer ever appeared to as a female, Beethoven taught him to play the piano/harpsichord and write music. The Moonlight Sonata was written for Lucifer. Beethoven's cries of God cursing him with deafness makes Lucifer believe that God did indeed punish Beethoven because Lucifer adored him. This is a point of severe anger and pain for Lucifer.
David Bowie: Not necessarily lovers but who knows, Bowie earned Lucifer's respect for being so open and Avant Garde. They met during the Thin White Duke/Station to Station/Man Who Fell to Earth era of the mid to late 1970s. There may or may not be songs written for, or about, him but rumors are the song "Wild is the Wind" may have been. His leanings toward mysticism may have been caused by Lucifer or what attracted him. The outcome of whatever they got into was Lucifer requesting permission to take on his appearance. Some agreement was reached though Lucifer does not look exactly like Bowie, the resemblance is uncanny, (In rp this is open to be an area of 4th walling)
